What is the Problem Being Solved?

Agoric Orchestration required making a combine-invitation-makers module. Most of the logic is about combining Exos and reaches pretty low into Exo mechanics for an Orchestration module.

Description of the Design

Some utility exported from Endo that abstracts wrapping multiple Exos into a new one that passes through.
