Remove scarb version constraint for foundry_std registry uploads

Description

PR #2461 introduces std libraries uploads to the registry using scarb publish. At the time of creating this PR snfoundry still uses older scarb in their workflows, in which publish was not yet supported.

The aim of this issue is to remove version constrant in the upload-to-registry job after scarb version bump for the project to at least 2.8.2.
