Webstorm / IntelliJ support

I'm one of the few that don't like VS Code as much as Webstorm, and would love having a Inlang plugin in webstorm!

I created this plugin (it's very basic at this stage)

• auto import m if not already imported
• provide some hint about the original message
• add a side panel for available messages
• provide a way to enter a custom fn name
