WICG specs shouldn't include W3C logo #34

It appears WICG specs being generated with Bikeshed are still showing the W3C logo?

To help reduce confusion in the developer community about incubations being "web standards", would it be possible to please remove the W3C logo?

I think it's happening here https://github.com/speced/bikeshed-boilerplate/blob/main/boilerplate/wicg/header.include#L11
