This PR adds a "Scroll to Previous Message" button.
The "Scroll to Previous Message" button appears when both the "Scroll to Bottom" button appears and we are not already at the top of first message.
Clicking it scrolls to either the top of the current message, or to the top of the previous message if already at top.
I'm a heavy user of Chat-UI and have found this very helpful when navigating long chats, especially those with branches.
Both "Scroll to Previous" and "Scroll to Bottom" are now visible below the "md" resize point, with the buttons vertically at the 50% point.
